Abstract

Latar belakang: Transformasi digital dalam administrasi publik merupakan strategi penting dalam reformasi birokrasi untuk meningkatkan efisiensi, transparansi, dan akuntabilitas sesuai dengan prinsip good governance. Penelitian ini bertujuan menganalisis penerapan digital governance melalui otomatisasi distribusi slip gaji di Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (Kementerian PPPA). Sebelum digitalisasi, distribusi slip gaji dilakukan secara manual dengan cara screenshoot slip dari file PDF kemudian dikirimkan satu per satu ke email pegawai. Proses tersebut memerlukan waktu lama, menambah beban administratif, dan berisiko menimbulkan kesalahan. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan strategi studi kasus dan metode pengembangan perangkat lunak waterfall. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis secara deskriptif untuk membandingkan efisiensi waktu, beban kerja, dan transparansi antara sistem manual dan sistem digital. Hasil Penelitian: Hasil penelitian menunjukkan bahwa sistem digitalisasi slip gaji yang memanfaatkan Microsoft Word, Excel, Outlook, dan Visual Basic for Applications (VBA) mampu memangkas waktu distribusi dari beberapa hari menjadi hitungan jam, mengurangi pekerjaan administratif repetitif, serta meningkatkan transparansi dan akuntabilitas melalui akses langsung pegawai terhadap slip gaji mereka. Kesimpulan: Walaupun terdapat keterbatasan seperti ketergantungan pada aplikasi Microsoft Office dan variasi literasi digital pegawai, sistem ini terbukti efektif dan dapat direplikasi di instansi pemerintah lain sebagai praktik baik digitalisasi administrasi publik.

Abstract

Background: Digital transformation in public administration is an essential strategy in bureaucratic reform to enhance efficiency, transparency, and accountability in line with the principles of good governance. This study aims to analyze the implementation of digital governance through the automation of payroll slip distribution at the Ministry of Women’s Empowerment and Child Protection. Prior to digitalization, payroll slips were distributed manually by taking screenshots of PDF files and sending them individually to employees’ emails. This process was time-consuming, increased administrative workload, and posed a risk of errors. Method: The study employed a qualitative descriptive approach with a case study strategy and the waterfall software development method. Data were collected through interviews, observation, and documentation, then analyzed descriptively to compare time efficiency, workload, and transparency between manual and digital systems. Result: The results indicate that the payroll slip digitalization system, which integrates Microsoft Word, Excel, Outlook, and Visual Basic for Applications (VBA), successfully reduced distribution time from several days to just hours, minimized repetitive administrative tasks, and enhanced transparency and accountability by providing employees with direct access to their payroll slips. Conclusion: Although limitations remain, such as dependency on Microsoft Office applications and varying levels of digital literacy among employees, the system proved effective and can be replicated in other government institutions as a best practice of public administration digitalization.
